Primary Purpose
The Senior Contract Administrator provides management and supervision of the Professional Services contracting process for term consultants and major capital projects.
Essential Functions
Assign, manage and prioritize Professional Services Contracts Unit workload.
Monitor unit fees and hours.
Review and approve work authorizations prepared by Procurement staff.
Participate in or chair selection committees for consultants and/or term consultants.
Negotiate terms and conditions of professional service contracts.
Provide assistance to Planning, Design and Quality Assurance, Construction and Accounts Payable and other operating units in the interpretation and implementation of contract provisions, and in the accumulation of required documentation and submittals.
Review and develop Contract Reporter notices and Requests for Proposal for contract procurements.
Oversee, review and provide supervision with respect to the negotiation of cost proposals for individual work authorizations, new contracts and amendments.
Coordinate Minority- and Women-Owned Business Enterprises (M/WBE) participation issues with the Opportunity Programs Group.
Ensure that sufficient documentation of the professional service contract award process is maintained in the contract files.
Identify and apprise management of potential improvement opportunities in the professional services contracts process.
Analyze professional service contract process, procedures, and work flow; collaborate, recommend and implement changes to improve processes and efficiency.
Collaborates with design and construction phase managers on the use of specific term consultants to ensure DASNY is meeting State and DASNY-related initiatives
Other Duties and Responsibilities
Assist clients in the development and implementation of contracts to meet specific program or project needs.
Assist in tracking and reporting of workload and performance measures.
Serve as DASNY representative at meetings with trade and professional organizations.
Supervise, train, and evaluate employees.
Assist Management in the development of policies.
Develop, document and implement procedures.
Assess, develop and implement internal controls, and oversee the review and testing of same.
Undertake special assignments as directed.
Must maintain regular attendance in accordance with DASNY attendance and leave policies.
Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination. (Standards can be found on the Intranet).
Supervision
Supervision of employees is required.
Physical/Mental/Visual Demands
Monthly travel is required, using public transportation, rental vehicle, DASNY vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Requires complex and time-pressured decision making. Must be able to work overtime or extended work hours as needed.
Work Environment
Standard office environment including the use of one or more of the following: PC, telephone, fax machine, printer, copier, scanner, electronic stapler/hole punch/date stamp, shredder.
Minimum Qualifications
Bachelor's degree plus five years relevant experience, including two years supervisory experience or the successful completion of a designated supervisor training during probationary period.
Preferred Qualifications
Bachelor's degree in Business Administration, Public Administration or related field, plus five years experience managing an administrative function at a comparably sized organization, including two years supervisory experience. Knowledge of public contracting, building design and construction processes. Thorough knowledge of the details of typical business overhead expenses. Experience with the interpretation and execution of contract documents.
